I have the honour to inform you that the pro-
-visions of Clause 19 of the Pension Minute would appear to be in-
-consistent with the provisions of the Widows and Orphans Pension
Ordinance inasmuch as the former contemplates the commutation of the whole of any pension granted to an officer on retiring from the
service whereas the latter provides that the pension payable to
such officer is liable to a deduction of 4 per centum until he has
contributed in all for a period of 35 years or until he has attain-
-ed the age of 65 years.
I therefore have to suggest for your considera- -tion that the following proviso be added to clause 19 viz.:-
"Provided that for the purpose of commutation such
pension or allowance shall be taken to be the remaining portion of the total pension or allowance after deduct- -ion of the annual contribution payable under the 'Widows and Orphans Pensions Ordinance'".
